Yves Mersch, membre du Directoire de la BCE, est intervenu le 3 octobre 2018 dans le cadre d’une conférence organisée à Riga par la banque centrale de Lettonie sur le thème « Payments in the 22nd century: future starts today?”. Comme il l’avait fait le 3 septembre à Paris (conférence de l’European Institute of Financial Regulation), Yves Mersch a tout d’abord souligné les défis se posant à l’Europe dans le domaine des paiements par carte :

« Cards are now the most popular and fastest-growing non-cash payment instrument in Europe, and many of the most prominent innovations in payments are card-based (…) This area is dominated by non-European players, with international card schemes taking the lead. European players are lagging behind, not least because of the lack of a pan-European card scheme or even interoperable card networks »

La suite de son discours était essentiellement consacrée à un vigoureux plaidoyer pour un schéma pan-européen de paiements instantanés, soulignant la nécessité d’agir vite tout en évitant une fragmentation :

« Thanks to instant payments, European market players can now become leaders in innovation, based on European standards (…)Payment service providers around Europe need to start offering their customers instant payment services. And they need to do so quickly (…). We can already see several initiatives flourishing around Europe. Unfortunately, many of these are limited to one country, or even just a few banks within a single country. Unless this changes, users of these services will not be able to benefit from the pan-European nature of SCT Inst. They will have to look for alternatives (…) and they will not care whether these alternatives are based on European schemes or not ».

Yves Mersch a également rappelé la contribution de l’Eurosystème avec son service TIPS :

« Ensuring reachability is the responsibility of each individual payment service provider, but the Eurosystem is also doing its part to facilitate pan-European reach. Our new TIPS service is in an optimal position to do so »
